“Binance accessed U.S. markets and was not subject to regulation in any other jurisdiction. Binance is not registered in any other country and has purported essentially to be stateless and have no physical location whatsoever,” Moustakis said in a statement. “Given the fact that Binance reached into the United States and the risks posed to U.S. investors under such circumstances, I do not think it was controversial that the Second Circuit decided the matter as it did.”
